Council Passes Catania Measure Extending Unemployment Benefits To Victims Of Domestic Violence Print E-mail
WASHINGTON, D.C.- The D.C. Council gave final approval April 6, 2004, to legislation introduced by Councilmember David Catania (At-Large) that provides unemployment compensation to individuals who leave work because of domestic violence. This measure offers increased economic security to those who want to leave abusive relationships, but fear loss of income.

"Too many people risk their lives remaining in violent relationships," Catania said. "This legislation will minimize how money factors in that decision."

A recent study found that 96% of employed victims of domestic violence experience problems in the workplace and 30% lose their jobs because of it. Twenty-three states already enable victims to be eligible for unemployment insurance benefits if they are forced to quit or lose their jobs because of domestic violence. More than 10 other states have such legislation pending.

Catania's legislation (Bill 15-436) adds a new section to the Unemployment Compensation Act providing benefits to individuals who voluntarily resign or are discharged from their jobs due to domestic violence. The bill requires that certain evidence such as a police report, court record or official written statement be provided to support any claim of domestic violence. Department of Employment Services employees would also be trained on the handling of such cases and protecting claimants' personal information.

Judith M. Conti, Director of the D.C. Employment Justice Center heralded the Council's action. "The D.C. Employment Justice Center commends the Council and specifically Councilmember Catania, who introduced and championed this important legislation. Victims of domestic violence should not have to choose between their financial security and their safety. This legislation will dramatically increase the ability of victims to support themselves when escaping their batterers, and protect both themselves and their children from further abuse."
