Reservation 13 To Aid Public Healthcare In The District Print E-mail
WASHINGTON DC...On Tuesday, the Council of the District of Columbia passed measures authored by Councilmember David A. Catania to ensure that Reservation 13 development plans include access to healthcare for the uninsured residents of the District. The land known as Reservation 13 includes 67 acres of public land, the existing site for the D.C. Jail and D.C. General Hospital.

The first amendment offered to the Draft Master Plan for Public Reservation 13 Approval Act of 2002 (B14-648) states that the proceeds from the lease or sale of any real property on Reservation 13, which includes all structures, natural resources, and airspace owned or administered by the District, will be deposited in the dedicated Reservation 13 Benefit Area Hospital account to be used solely for the purpose of constructing and maintaining a new full-service public hospital on the acreage within Reservation 13.

If, instead of a public hospital, a private full-service hospital is constructed, the proceeds from the lease or sale of any real property on Reservation 13 will be deposited into the dedicated Health Care account for the uninsured. A percentage, as determined by the Mayor, of the money will be allotted for administrative costs, including the cost of preparing an annual audit report.

The second amendment establishes a special taxing District for Reservation 13, so that all taxes on any real property, payments made in lieu of taxes on any real property, and one hundred percent of sales tax revenue generated from all commercial enterprises on Reservation 13, will be deposited into the dedicated Health Care account to be used solely for the purpose of providing healthcare to those without insurance. The exception would be that percentage of real property taxes dedicated to a debt service fund for the payment of principal and interest on general obligation bonds.

With the closure of D.C. General Hospital, the uninsured in Washington, D.C. no longer have access to a full-service public hospital. These amendments would provide funding to build a public hospital on Reservation 13 and provide health care to uninsured District residents. The legislation will now go to the Mayor to be signed and then move to Congress.
