Catania Legislation Enhances Apprenticeship Opportunities For D.C. Residents |

WASHINGTON, D.C.- Councilmember David Catania (At-Large) introduced legislation June 15, 2004, requiring that large government-sponsored projects provide apprenticeship opportunities to District residents. Ultimate approval of this measure would ensure that D.C. residents receive benefit from funds intended for on-the-job training.
Catania commented, "While the law already requires that apprenticeship programs be created with large-scale government projects, in practice our residents are not being placed in high-skill positions. That must change if we expect citizens to receive considerable benefit from these programs." Under Catania's proposed legislation, dubbed the "Apprenticeship Requirements Amendment Act of 2004," contractors are subject to a monetary fine if District residents perform fewer than 35% of all apprenticeship hours. This measure was co-sponsored by Councilmembers Brazil (At-Large) and Ambrose (Ward 6) and referred to the Public Services Committee. That committee, Chaired by Councilmember Catania, will consider apprenticeship and unemployment issues June 30, 2004.
